Is PIA ticket transferable in case of emergency?

I have bought a PIA from Dubai to Karachi but at sudden my company has changed the schedule. Now my brother will be going on the same date and I want to know that Can he go on that ticket?

You cannot transfer your PIA Ticket to another person. If, before beginning your carriage and using any part of your Ticket, you are prevented from travelling solely by Force Majeure and part or all of the fare for your Ticket is nonrefundable, PIA will provide you with a credit for the non-refundable part of the fare which you can use to purchase a Ticket for yourself for carriage within the next 12 months. No such credit will be given unless you have given us adequate evidence of the Force Majeure event.
