   The Cold War shows us that the only kind of policy which will protect our interests against terrorism is one that also protects our values. Security policies focusing too much on expressions of risk. and not enough on the underlying threat, make a bad situation worse. Instead, US anti-terrorism policy should keep the high ground, for only moral policies can truly be expedient, like the Marshall Plan. This paper shows that in the present situation, the moral and the expedient are one, and thus we need not accept the paradox of sacrificing our values in order to protect them.
