flakes in hot tub

We are having problems with one of our hotel "in room" hot tubs. Light brown flakes coming out of the jets. The flakes don't occur all the time and may go as long as month or more without any problems. The flakes are aways soft and will disolve in when rubbed between your fingers. We have tried running bleach through the jets but it doesn't help. The tub is about 4 yrs old and the problem has been occurring off and on for about the last year and a half. Would appreciate any advice you may have.

    It sounds like you might have a mineral content issue with your water supply which is causing premature oxidation of the soft metals in the construction.
