my 1995 dodge caravan started whining and has slow acceleration?

Especially when i come to a stop then try to pick up again.

    Hi,
    Probably the ignition timing is not advancing the spark on acceleration or high rpm's.

    That is the job of the ECM (Electronic Control Module). Check it / Replace it.
