Alcohol is prohibited for all Muslims in Pakistan, but if you are Non Muslim you can bring a useable amount of Alcohol and can purchase the alcohol in hotel by providing your foreign ID. But non-Muslim tourists can apply for a liquor permit on arrival. The permit costs a couple of dollars and is available at the Excise and taxation office in the F8 Markaz Market. You can buy alcohol from any of the three outlets in Islamabad. The outlets are at the Marriott, the Best western and the Serena hotel.

It is very difficult to get alcohol in any city of Pakistan. As it is a muslim country and it is against the teachings of Islam to drink alcohol but still if you are a foreigner or a non-Muslim living in Pakistan can get alcohol. To get alcohol you first have to make permit for alcohol otherwise you will be arrested and may be sent to jail for a certain period. To get permit you must visit Excise and taxation office in the F8 Markaz Market that will cost you a couple of dollars to get the permit, after getting permit you can get alcohol from Marriott, the Best western and the Serena hotel. Some local dealers also sell alcohol but it is good not to buy alcohol from them, they are always in fear of police and you may also be arrested if you buy alcohol from them.
