Why do I always see the same ads on my webpage?

I have the Adsense ads on my blog but I just see same ads over and over again. I want to know why

    Google may currently have only a limited number of ads that are targeted toward the content of any specific page. This may result in unpaid public service ads, less than the full number of ads, or reduced rotation of ads on your site.
