Where do you pick up the quest to do this achievement?

   Hi,
   If you take ashley with you right the way from the start through Liara's dig site, Feros, investigate and land on every uncharted planet, do every available sidequest, you'll (apparently) get the ally achievement somewhere on Novaria. That would mean you've got just the few remaining quests, Asteroid X57, Pinnacle Station and Ilos to get an equivalent amount of time with a squadmate. Maybe if you rotated three characters around constantly, you might just get a third achievement. However you'd have to do absolutely everything and ONLY play with those characters. You probably pick up Liara too late to manage it.
